It depends on the configuration of the shelves. If the shelving unit has a top and bottom, and left and right sides, then you have
w = 3 * h
Further, you know that the total perimeter = top + right + bottom + left = 45 ft. The top and bottom are w; the left and right are h. This leads to
w + h + w + h = 2w + 2h = 45 (eq. 1)
Substituting,
2 * (3*h) + 2h = 45
6h + 2h = 45
8h = 45
h = 5.625 feet
w = 16.875 feet
if there are shelves, then you just need to stick an extra w in eq. 1 above for each shelf
